Purpose.
This document is a standard for industry and government toestablish facilities that minimize the risk to operations asmuch as practical. It is intended for use as a baseline document.Other facilities requirements may be contractually imposed, or withthe approval of all parties, requirements from this NationalAerospace Standard may be waived.
This standard consolidates and implements airfield criteria,aircraft rescue and fire fighting (ARFF) services, and aircrafthangar fire protection requirements, to establish a minimum levelof risk for aircraft and personnel. These risk reductions have beenextracted from Federal Aviation Regulations (FAR){NOTE: Not to be confused with Federal AcquisitionRegulations (FAR)}, National Fire ProtectionAssociation (NFPA) codes and standards, International CivilAviation Organization (ICAO) guidance, and DOD and Serviceguidance.
Compatibility With Existing Regulations. Minimum facilitiesrequirements for operations prescribed in this NAS that differ fromexisting statutory or regulatory requirements shall be subject tothe agreement of all parties involved.
Proposals Not Meeting Standard. When the existing facilities donot meet the prescriptive portions of this document, proposalswhich include alternatives designed to mitigate risk shall bepermitted to be introduced defining alternate means of providingadequate facilities with the approval of all parties involved.
