Purpose. This document is a standard for industry and governmentto establish facilities, procedures and capabilities that minimizethe risk to operations as much as practical. It is intended for useas a baseline document. Other facilities requirements may becontractually imposed.
This standard consolidates and implements airfield criteria,aircraft rescue and fire fighting (ARFF) services, and aircrafthangar fire protection requirements, to establish a minimum levelof risk for aircraft and personnel. These risk reductions have beenextracted from Federal Aviation Regulations (FAR){NOTE: Not to be confused with Federal AcquisitionRegulations (FAR)}, National Fire ProtectionAssociation (NFPA) codes and standards, International CivilAviation Organization (ICAO) guidance, and DOD and Serviceguidance.
Compatibility With Existing Regulations. Minimum facilitiesrequirements for operations prescribed in this NAS that differ fromexisting statutory or regulatory requirements shall be subject tothe agreement of all parties involved.
Deviations from this Standard. When the existing contractorcapabilities and/or facilities do not meet the prescriptiveportions of this document, proposals which include alternativesdesigned to mitigate risk shall be permitted to be introduced. Useof such alternate means of protection is dependent upon theapproval of all contracted parties.
