Applicability.
a. This regulation applies to all commanders of major Armycommands, major subordinate commands, field operating agencies, garrisons, andactivities under the control of the Department of the Army by ownership,lease, or similar instrument, under the following conditions of use:
(1) Active garrisons and activitiesused by the Active Army, those held in an inactive or standby condition forfuture use by the Active Army, and those in an excess category (see AR 405-90for further guidance).
(2) Installations and activities that are Government owned andGovernment operated.
(3) Installations and activities that are Government owned andcontractor operated (see AR 700-90).
(4) Installations and activities that receive Federal supportthat are in full-time or intermittent use by the Army National Guard/ArmyNational Guard of the United States, U.S. Army Reserve, or Reserve OfficersTraining Corps.
(5) In areas outside of the Continental United States, thisregulation applies to all Federal departments and agencies that are tenants onan Army installation. This includes foreign official organizations underjoint-use agreements and any Governmental or private organization licensed tooperate within an Army garrison.
b. This regulation does not apply to—
(1) Installations and activities, or parts thereof, licensed(that is, not Federally operated) to any Commonwealth or State of the UnitedStates, to the Commonwealth of Puerto Rico, to the District of Columbia, tothe Territory of the Virgin Islands, and the Territory of Guam for use by theArmy National Guard.
(2) Civil works functions of the U.S. Army Corps of Engineers.
(3) National cemeteries.
(4) Facilities occupied by Army activities as tenants (notlocated on Army garrisons) that are supported by another Government agency.(An example is facilities occupied by an Army activity supported by theGeneral Services Administration.)
Purpose.
This regulation establishes policies and responsibilities foroperation, maintenance, repair, and construction of facilities and systems forthe efficient and economical management of utility services (which includeswater supply, wastewater, solid waste (nonhazardous), electric, heating andcooling, refrigeration, and food service equipment) at Army garrisons.
