This regulation applies to all soldiers of the Active Army (includingActive Guard/Reserve), Army National Guard, and the U.S. Army Reserve;candidates and applicants for accession; Department of the Army civilianemployees; nonappropriated fund employees; and military health carebeneficiaries. If the provisions of this regulation conflict with existingnegotiated labor agreements, the terms of those agreements will be controllinguntil renegotiated. In any activity where a union has been granted exclusiverecognition to represent civilian employees, no new conditions of employmentshould be implemented without prior discussion with the servicing civilianpersonnel officer regarding the obligation to negotiate.
This regulation prescribes policy, procedures, responsibilities, andstandards concerning identification, surveillance, and administration ofpersonnel infected with Human Immunodeficiency Virus (HIV).
