Purpose. This pamphlet explains the Army’s safety criteriaand standards for operations involving ammunition and explosives prescribed byAR 385-64, for the United States Army, GOCO facilities, and contractoroperations on Government property.
Applicability. The provisions of this pamphlet apply to all Armyinstallations and activities, the Army National Guard (ARNG), the U.S. ArmyReserve (USAR), Government-owned, contractor-operated (GOCO) facilities, andcontractor operations on Government property. Ammunition and explosives underU.S. title, even though stored in a host country, remain the responsibility ofthe U.S. commander. Storage must conform with Army standards for explosivessafety unless the use of other criteria (such as North Atlantic TreatyOrganization (NATO) or host nation has been agreed to or is mandatory. A copyof all agreement documents will be provided major Army commands (MACOMs)involved and two will be sent to the Director, U.S. Army Technical Center forExplosives Safety (USATCES). A copy of all agreements will also be made apermanent part of the real property records. Provisions of this pamphlet applyin wartime, peacetime, and in contingency situations.
