APPLICABILITY AND SCOPE.

This instruction;

Applies to Program Executive Officers (PEOs), commanders ofsystem acquisition and logistics organizations, program managers,and other agencies or commercial entities providing procurement,repair, or overhaul services to aviation materiel.

Covers aviation CSIs used in fixed and rotary wing aircraft,unmanned air vehicles, Aircraft Launch and Recovery Equipment(ALRE), aviation weapons and equipment, and associated aviationsupport equipment

Does not apply to commercial aircraft or subsystems purchasedand maintained in accordance with Federal Aviation Administration(FAA) regulation, unless required by the Service ESA. Thisinstruction applies to those portions of the commercial aircraft orsubsystems modified or maintained to meet unique militaryrequirements.

Does not apply to items provided through the foreign militarysales program for foreign owned and operated aircraft, systems, orequipment when (a) the aircraft or item being acquired or modifiedis not in the active DoD inventory and the U.S. military no longerhas engineering expertise on the aircraft or item, or (b)) theforeign customer directed the use of suppliers or configurationsnot approved by the US military Services.

PURPOSE.

This instruction:

Establishes policy, procedures, and assigns responsibilities forthe life-cycle management of replenishment items critical toaviation safety as required by and implements the Department ofDefense (DoD) Critical Safety Item/Flight Safety Critical AircraftPart (FSCAP) program as required by “National Defense AuthorizationAct for Fiscal Year 2004”, Section 802, Quality Control InProcurement Of Aviation Critical Safety Items And Related Services(reference 1) and reference 2.

Addresses requirements governing the initial determination ofitem criticality and subsequent changes to this determination;coding and tracking of aviation Critical Safety Items (CSIs); theprocess for ensuring the adequacy of technical data and proposedchanges; the process for approving sources of supply andrepair/overhaul; the surveillance process assuring that approvedsources retain required capabilities; authorities for one-timeorganic manufacture of CSIs under exigent circumstances; andrequirements for disposing of CSIs when no longer needed bymilitary aviation.
