Application 

This Code covers welding requirements applicable to weldedstructures. It is to be used in conjunction with any complementarycode or specification for the design and construction of steelstructures. It is not intended to apply to pressure vessels orpressure piping. Requirements that are essentially common to allstructures are covered in Sections 1 through 7, while provisionsapplying exclusively to buildings (static loading), bridges(dynamic loading), or tubular structures are included in Sections8,9, and 10, respectively.

Note: The use of prequalified joints is not intended as asubstitute for engineering judgment with respect to the suitabilityof application of these joints to a welded assembly. 

All references to the need for approval shall be interpreted tomean approval by the Building Commissioner¹,’ theEngineer,² or the duly designated person acting for andin behalf of the owner on all matters within the scope of thiscode. Hereinafter, the term Engineer will be used, and it is to beconstrued to mean the Building Commissioner, the Engineer, or theduly designated person who acts for and in behalf of the owner onall matters within the scope of this code.

The term “Building Commissioner” refers to the official orbureau, by whatever term locally designated, who is delegated toenforce the local building law or specifications or otherconstruction regulations. 2. The Engineer is the duly designatedperson who acts for and in behalf of the owner on all matterswithin the scope of this code.
