This specification covers the minimum welding requirements applicableto welded structures used inthe railroad industry. It is not intended to apply to tank car tanks,or to the welding of rails.Recommended practices for welding railroad rails and relatedcomponents are included in D15.2,Recommended Practice for the Welding of Rails and Related RailComponents for Use by Rail Vehicles.

Part I gives the general requirements for welded construction formetal components 1/8 in. (3.2mm), or greater, in thickness. Unless otherwise stated theserequirements apply to all freightcars, locomotives, and passenger train vehicles. Part II coversspecific requirements for thewelding of base metals less than 1/8 in. (3.2 mm) in thickness.

Companies shall be responsible for the quality of the welding done bytheir organization and shallperform whatever tests are necessary beyond the requirements of thisspecification to assure thatthe welds are satisfactory for the intended application.

The term “company” as used in this specification includes allfacilities under common ownershipthat utilize the same program of welding standards and documentation.

Requirements contained herein constitute acceptable industrialpractices. They are not intended asa substitute for engineering judgment with respect to the suitabilityof application of listedjoints to a welded structure, nor are they intended to nullify or voidany rules or requirementscontained in the U.S. Department of Transportation LocomotiveInspection Act (45 USC-22), and theFederal Railway Administration’s Railroad Locomotive Safety Standardsand Locomotive Inspection (49CFR Part 229).

Requirements contained herein are not intended to nullify or void therequirements of any law orgovernmental agency regulation nor any specification of theAssociation of American Railroads.

All references to the need for approval shall be interpreted to meanapproval by the Engineer. TheEngineer is the agency or representative designated by the owner,purchaser, or operating railroad,as applicable, acting on the owner’s behalf on all matters within thescope of this specification.

Specific areas of application to locomotives and passenger trainvehicles include, but are notlimited to the following:

(1) Structural components including primary and secondary load-bearingmembers of the locomotiveunderframe, center plate bearings, truck bolsters, draft gear pockets,equipment bases andsupports, collision posts, main generators (alternator), tractionmotor frames, and car bodystructures.

(2) Air reservoirs not covered by the provisions of the ASME Boilerand Pressure Vessel Code.

(3) Fuel tank manufacture and repair

(4) Air compressor and air system piping

(5) Electrical components including eddy current clutches, reversercontacts, and motor commutatorterminations.

Engines and engine components may require specialized processes andprocedures unique to theoriginal equipment manufacturer. Repair or rework of the engine andits components shall be inaccordance with the original equipment manufacturer’s specification,or equivalent.

The repair and reconditioning of specific car components are describedin the AAR Field Manual ofInterchange Rules and its referenced documents, which may includeexceptions or additions, or both,to the provisions of this document.

Design of joints subject to fatigue loading is outside the scope ofthis specification. For freightcars and their components requiring fatigue analysis, refer to ChapterVII, “Fatigue Design ofFreight Cars,” of AAR Manual of Standards and Recommended Practices,Section C II, Volume I.
