This standard identifies the recommended criteria forcertification of control system technicians. These criteria addressqualifications based on education, experience, training, and jobperformance.

Purpose

The purpose of this standard is to provide industry with basisfor certifying the qualifications of control systems technicianswho work on facility equipment that is important to safe andefficient operations, in order to help reduce the possibility thatunqualified personnel could perform improper maintenance on suchequipment. It is intended solely as a recommendation for functionalorganization, and offers a structured basis for certification ofcontrol system technicians in each specific facility where they maybe used.

The standard describes three (3) technician categories orlevels, which are intended as functional descriptions of typicalskill proficiency and competency levels identified at numerousfacilities as well as empirically in job analysis. These areessentially points of reference for application of this standard toa specific facility situation. No specific number of categories,levels, or classifications are required by this standard since eachfacility has its own organizational structure and the informationcontained in this standard is not intended to change existingorganizational arrangements.

This standard also recognizes that each facility or companyneeds a certification program, procedure, and/ or plan tocross-reference the relationship between the facility jobdescriptions/categories and the three (3) functional levels. Thekey to this cross-reference is the existence of a goodrepresentative job description of each type of technician at afacility.

This standard can be used independently in circumstances whereno equivalent, formally accredited program exists, although formalaccreditation by a recognised and reliable accreditor is stronglyrecommended. It is not intended, however, to set forthqualifications, which differ according to the individual jobdescriptions in each organization. For example, the “Typicalknowledge and skills list” included as Annex A is meant to be aguideline only.
