FOREWORD AND SCOPE
(This foreword and scope is not part of this standard) ThisSpecification was prepared by Technical Specification Group C ofthe Third Generation Partnership Project 2 (3GPP2). ThisSpecification contains the Layer 2 Link Access Control (LAC) layerof the IMT-2000 CDMA Multi-Carrier Mode, IMT-2000 CDMA MC, alsoknown as cdma2000®1 . It provides a specification for land mobilewireless systems based upon cellular principles. This Specificationincludes the capabilities of Telecommunications IndustryAssociation Standard TIA/EIA-95-B.
This Specification provides the Layer 2 Link Access Control(LAC) signaling protocol architecture and functionality used toprovide the transport and delivery of Layer 3 signaling messagesover IMT-2000 CDMA MC air interface; however, other specificationsare required to complete the air interface and the rest of thesystem. Some of these specifications are listed in the Referencessection.
In this document, the term “Layer 2” is understood to mean thesignaling Layer 2, in the sense that non-signaling traffic (e.g.,circuit or packet data) may have a different Layer 2 not describedhere. In addition, some traditional ISO Layer 2 functionality maybe placed in the MAC Layer, but such functionality is notsignaling-specific and thus is outside the scope of thisdocument.
This document has the following organization:
1. Definitions and Conceptual Model. Thissection defines the terms and numeric information used in thisstandard, and describes the architectural and functional model usedto develop cdma2000 LAC signaling.
2. Mobile Station Requirements. This sectiondescribes the requirements for cdma2000 mobile stations. A mobilestation complying with these requirements will be able to operatein the CDMA mode with cdma2000 base stations complying with thisdocument.
3. Base Station Requirements. This sectiondescribes the requirements for cdma2000 base stations. A basestation complying with these requirements will be able to operatein the CDMA mode with cdma2000 mobile stations complying with thisdocument.
Annex A. Timers and Constants. This normativeannex contains tables that give specific values for the constantidentifiers found in Section 2 and Section 3.
This standard includes provisions for future expansion of systemcapabilities.
