This standard provides the specification for the interface whichcoincides with the Reference Point “A” defined in the TR45 NetworkReference Model shown in [26] and with Reference point 48 asdefined in the Network Reference Model shown in [29]. The scope ofthis standard includes the following topics:

• Descriptions of the specified functional capabilities thatprovide wireless telecommunications services across the A1interface as defined in the TR45 Network Reference Model;

• Descriptions of the division of responsibility of thefunctions provided between the BS and the MSC, without prescribingspecific implementations;

• Descriptions of the A1 interface standard that support DS-41[7] and cdma2000®1 systems. 

• Descriptions of the specified functional capabilities thatprovide circuit services across the packet transport based MSCe-BS(A1p) and MGW-BS (A2p) interfaces as defined in the NetworkReference Model shown in [29]. It should be noted that, for a givencall, the transcoder may or may not be in the MGW or BS. Thisprotocol definition is not limited by the location or existence ofthe transcoder in the bearer path.

• Descriptions of the division of responsibility of thefunctions provided between the BS and the MSCe and MGW withoutprescribing specific implementations.

Purpose

The purpose of this document is to provide a standard forinterfacing a Mobile Switching Center (MSC) with one or more BaseStations (BSs). In addition, this standard provides for interfacinga Mobile Switching Center Emulation (MSCe) and a Media Gateway(MGW) to one or more BSs. This document defines the functionalcapabilities, including services and features, of the specifiedinterface. These services and features are the definingcharacteristics that are the basis for the overall systemstandard.
