OVERVIEW
Prevention of a Major Accidental Release
Prevention of a major accidental release of hazardous materialsfrom a CPI/HPI facility requires proper design, construction tostandard, safe operation and management surveillance. An emergencyrelief system design strategy, which seeks to prevent a majoraccidental release, should include iterative considerations ofhazards and initiating event identification, assessment of risk andmitigation of consequences. Cost effective loss prevention requiresan optimizing strategy to prevent, moderate (relieve) and contain arunaway reaction. This iterative three-step assessment approach toemergency relief system design will minimize the potential €orunacceptable risk of a major accidental release of hazardousmaterials to the environment.
Emergency Relief System Design
Emergency relief system is a multifaceted problem. Of particularsignificance is whether the relief system must be designed forsingle or two-phase vaporliquid flow. Generally, two-phase flowrequires a larger relief area than all vapor or subcooled liquidflow. Containment and mitigation of consequences also depend upon adefinition of the vapor-liquid phase ratio of the dischargedmaterial. Ensuring that an emergency relief system design willeither avoid or accommodate two-phase vapor-liquid flow is ofparticular importance.
