The following pages reflect the life of an extraordinary individual-someone who has demonstrated all of the traits of a consummate public works official; a leader who understands that people are the most important element in public works; and a fellow historian, who appreciates the place of public works in the larger world of city growth and development. To many people, Jim is a larger than life figure, not only because of his impressive physical presence but also because of his zest for life and his great enthusiasm. He has made the public works field, including APWA, richer by his contributions. It is a comfort to know that many of his thoughts and perspectives about so many aspects of public works are represented here.
