Purpose: This document identifies and specifies the aircraftavionics functions necessary for operation in the emerging CNS/ATMenvironment. These capabilities are intended to satisfy long-termCNS/ATM operational objectives. The baseline for this document ispost ACARS and FANS-1/A applications.

This document emphasizes broad use of data link communication,GNSS navigation and various surveillance capabilities to improveflight deck situational awareness. Advanced avionics equipmentarchitectures, functional definition and functional allocation areincluded. The recommendations contained herein are intended torepresent a high-level system view that can be broadly disseminatedto airspace planners, data link service providers, airframedesigners and other who participate in the avionics developmentprocess. This document represents broad airline and industryconsensus.

ARINC Report 660A is an outgrowth of the original ARINC 660document. It focuses on long-term CNS/ATM objectives including FreeFlight. The architectures recommended by this document reflectcurrent, evolving and end-state configurations. The architectureshave been developed specifically to reduce software modificationcost and software development time. By focusing on softwaredevelopment, airlines desire to expand onboard avionicsfunctionality through planned software upgrades. The architecturesare intended to enable incremental upgrades and incrementalsoftware approvals. In this respect, the software development andcertification process must change. The airlines, airframemanufacturers and avionics suppliers must coordinate their effortsto convince the regulatory authorities of the need to simplify thecertification and operational approval process without compromisingsafety.

The challenges to the industry set forth by this documentrequire an unprecedented degree of cooperation within the industry.The benefits that the airlines expect are reduced avionicsacquisition costs, reduced life cycle costs, early attainment ofoperational benefits, flexible software revisions, fleetcommonality and additional avionics system growth capacity.
