This document, Part 1 – ACARS Message Security, which is thefirst part of a twopart specification, sets forth the provisionsavailable to airlines and Datalink Service Providers (DSPs) toprotect ACARS messages that are exchanged over traditional ACARSair-ground datalinks (VHF, HF, and SATCOM) and ground-groundcommunication networks. The provisions include specificationof:
• Technical security controls (i.e., security mechanisms thatare implemented primarily in hardware, software, and firmware),including encryption, message authentication, and data integrityalgorithms.
• Message encoding, compression, and processing sequence forACARS messages protected using AMS.
• Message format and content for ACARS messages protected usingAMS.
• Protocol for exchanging ACARS messages protected usingAMS.
Operational requirements for ACARS Message Security andspecification of applications that may require ACARS MessageSecurity are beyond the scope of this document. However, Part 2 ofthis specification provides important provisions and guidance forlife cycle management of the cryptographic keys that are necessaryfor proper and secure operation of AMS.
Purpose of this Document
The purpose of this document is to provide an industry standardfor ACARS Message Security (AMS), which permits ACARS datalinkmessages to be exchanged between aircraft and ground systems in asecure, authenticated manner using a uniform security framework.The security framework described herein is based on openinternational standards that are adapted to the ACARS datalinkcommunications environment.
