Applicability. This regulation applies to theActive Army, the Army National Guard/Army National Guard of theUnited States, and the U.S. Army Reserve, unless otherwise stated.It supports Department of Defense Joint Service operationalenvironment and opposing force programs for leader development,training, and education. It covers all Army OE and OPFOR activities in live,virtual, constructive, and gaming environments across theoperational and institutional domains in support of leaderdevelopment, training, education, and other developmentalfunctions.
