ARMY AR 380-10

Purpose

This regulation establishes policy and procedures and assignsresponsibilities for the following: disclosure of Army classifiedmilitary information (CMI) and relevant controlled unclassifiedinformation (CUI), as specified in paragraph 1–5a(2), to foreigngovernments and international organizations; contacts with foreigngovernment representatives; certification of foreign liaisonofficers to Department of the Army (DA) commands, installations,and contractor facilities for which DA is the lead agent or hassecurity cognizance; and foreign government representativeattendance at Army-sponsored meetings, conferences, and symposia.It delegates authority for routine foreign disclosure decisions anddefines channels for resolving foreign disclosure issues.

Applicability. This regulation appliesto the Active Army, the Army National Guard/Army NationalGuard of the United States, and the U.S. Army Reserve. It appliesto all personnel involved in the foreign disclosure and technologyprotection processes.
