ARMY AR 5-1

Applicability

This regulation applies to the Active Army, the Army NationalGuard/Army National Guard of the United States, and the U.S. ArmyReserve, unless otherwise stated. During mobilization, policiescontained in this regulation may be modified by the proponent,except those required by law.

Purpose

This regulation prescribes policies and responsibilities formanaging business operations supporting the Army’s execution of itsprimary functions under Title 10, United States Code (USC) toorganize, man, train, equip, and sustain forces. This regulationdirects activities that improve governance and innovation acrossthe Business Mission Area (BMA), implement enterprise-widestrategic planning, performance management and risk mitigation,employ business process re-engineering and/or continuous processimprovement techniques, control program costs, enhance quality, andmature the Army’s Business Systems Architecture.
