Applicability. This regulation applies to theActive Army and the U.S. Army Reserve. It applies to the ArmyNational Guard when using Federal funds for Contracted Advisory andAssistance Services efforts.
Purpose
This regulation prescribes policies and guidance for managingthe acquisition of contracted advisory and assistance services(CAAS).
a. This regulation covers—
(1) CAAS that are funded by Army appropriations, civil worksappropriations, and Army industrial funds.
(2) Responsibilities of the requiring activity in managing andoverseeing CAAS.
b. This regulation does not cover—
(1) Services performed in-house by Army or regular Government(military or civilian) employees.
(2) Services funded by nonappropriated funds.
(3) Advisory and assistance services obtained by personnelappointments under Federal Personnel Manual (FPM) chapter 304procedures or from chartered Federal advisory committees (AR15–1).
(4) Activities of contracting officers in acquiring andadministering CAAS.
c. This regulation is not intended to interpret or modify theFederal Acquisition Regulation (FAR), including the Department ofDefense (DOD) and the Army FAR supplements, the principalregulations governing acquisition within the Army. When anypotential conflict exists between this regulation and the FARsystem, the latter regulations will govern.
