Applicability. This regulation applies to theactive Army, the Army National Guard/Army National Guard of theUnited States, and the U.S. Army Reserve, unless otherwise stated.It also applies to personnel involved in research, development,acquisition, and support of materiel and systems. It applies to allDepartment of the Army acquisition programs, including nationalsecurity systems; special access programs (unless specificallyexcepted per program charter); medical systems; computer resourcesintegral to those items or systems; system and nonsystem trainingaids, devices, simulations, and simulators; embedded training;embedded testing; instrumentation, targets, and threat simulators ;and clothing and individual equipment. It applies to command,control, communications, and computers/information technologysystems where the Army is the executive agent for anotherorganization or Service or where a command, control,communications, and computers/information technology system isdeveloped cooperatively with other governments unless suchorganization scan assure their compliance. The portions of thisregulation pertaining to the Army’s acquisition, logistics, andtechnology work force management apply to active Army, the ArmyNational Guard of the United States, the Army Reserve, andDepartment of the Army civilian personnel serving in designatedacquisition positions. The following items are excluded from thepurview of this regulation: (1) materiel requirements for the U.S.Army Civil Works Program except for information technology; (2)functional medical clothing and equipment listed in Common Table ofAllowances 8–100; (3) those distinctive articles of clothing andinsignia worn and used by the U.S. Corps of Cadets at the U.S.Military Academy; (4) centrally procured heraldic items in theinitial and supplemental clothing allowances ( Common Table ofAllowances 50–900); (5) other items as determined by Head quarters,Department of the Army and so directed after proper ArmySecretariat and Army staff coordination; (6) medical materiel andinformation systems that support fixed facility tables ofdistribution and allowances health care missions within the DefenseHealth Program, which will be managed under AR 40–60, AR 40–61, andAR 25–1.
Purpose
This regulation and DA Pam 70–3 implement the Army’s acquisitionpolicy for programs in acquisition categories (ACATs) I throughIII. (See para 3–2, below.) This regulation assignsresponsibilities to Army organizations in accordance with DODD5000.01 and DODI 5000.02. The Army will apply the directioncontained in DODD 5000.01 and DODI 5000.02 to all acquisitionprograms while streamlining and tailoring the procedures withinstatutory and program requirements. This regulation also specifiesArmy’s acquisition workforce management responsibilities anddefines clothing and individual equipment (CIE) acquisitionresponsibilities.
