Applicability. This regulation applies to theActive Army, the Army National Guard/Army National Guard of theUnited States, and the U.S. Army Reserve, unless otherwise stated.Also, it applies to materiel developers, capability developers, andorganizations involved in materiel and software acquisition withinthe active Army, the Army National Guard/Army National Guard of theUnited States, and the U.S. Army Reserve. This regulation isapplicable during full mobilization, unless otherwise stated.
Purpose
This regulation prescribes the Department of the Army (DA)policy for implementing performance-based life cycle productsupport, including performance-based logistics, through the Army’sIntegrated Product Support (IPS) Program. The IPS Program includesplanning, developing, acquiring, and sustaining well-defined,affordable performance-based product support strategies (PBPSSs)that meet the Soldier’s requirements for Army materiel and softwarethroughout their life cycle. Additional guidance for implementingthis policy is provided in Department of the Army Pamphlet (DA Pam)700–127 and must be used in conjunction with this regulation. Thepolicy implements PBPSS requirements; defines the process that themateriel developer (MATDEV) will use to develop and integrate aPBPSS with the systems engineering process; identifies theframework (twelve integrated IPS elements) that will be used todevelop the PBPSS; assigns responsibilities for developing andimplementing PBPSSs for Army materiel and software; and requiresMATDEVs to implement metrics to measure product supportperformance. DA Pam 700–127 provides implementing guidance for thisregulation. This policy does not apply to business informationtechnology systems developed and supported under the BusinessCapability Lifecycle or associated processes.
