PURPOSE. This instruction:
Supersedes DLAR 4145.25/AR-700-68/NAVSUPINST 4440.128C/MCO0330.2C/AFR67-12
Prescribes procedures and responsibilities for the receipt,storage, use, inspection, transportation, and handling of compressed gases andtheir cylinders for all DoD components, installations and activities. Theseprocedures are designed to assure optimum use of both the gases and thecylinders by all DoD and DLA activities.
APPLICABILITY AND SCOPE. The provisions of this Instruction areapplicable to the Department of the Army (DA), the Department of the AirForce, the Department of the Navy, the Marine Corps, and the Defense LogisticsAgency (DLA) which will be referred to collectively as “DoD Components”. Thisinstruction applies to all world wide DoD locations that receive, store,issue, use, maintain, recondition, and perform associated services with or onthe compressed gases and their cylinders managed by the Defense Supply CenterRichmond (DSCR) and the Defense Supply Center Philadelphia (DSCP). When thereis a conflict between the provisions of this instruction and the host nation,the more stringent requirements shall apply.
Aerosol-type containers currently in the supply system are notconsidered in this Instruction. When transporting aerosol containers refer toTitle 49 Code of Federal Regulations (CFR). Flammable aerosols should bestored as Class 1 flammable liquids as stated in NFPA 30, Flammable andCombustible Liquids Code.
DLAI 4145.25/ AR 700-68/NAVSUPINST 4440.128D/AFJMAN23-227(I)/MCO 10330.2D has been coordinated with, and approved by, the Army,Navy, Air Force, and Marine Corps.
This Instruction may be supplemented at the major command,installation, and activity levels.
