PURPOSE

This directive prescribes uniform policies, responsibilities,and guidance for the development, preparation, publication, andmaintenance of storage standards for Military Service (U.S. Army,U.S. Navy, U.S. Air Force, and U.S. Marine Corps), DefenseLogistics Agency (DLA), General Services Administration (GSA),Federal Aviation Administration (FAA), and U.S. Coast Guard (USCG)managed shelf-life materiel.

The guidelines contained herein provide the principles forquality assurance techniques to be used when performingsurveillance of shelf-life materiel in storage; determining thecondition of shelf-life materiel during storage and upon shipment;and when conducting the inspection, testing, or restorative actionsrequired to maintain and to return shelf-life stocks to aready-for-issue status.

APPLICABILITY AND SCOPE

This directive applies to the Military Services (Active andReserve – U.S. Army, U.S. Navy, U.S. Air Force, and U.S. MarineCorps), and the Defense Logistics Agency (DLA). The GeneralServices Administration (GSA), the U.S. Coast Guard (USCG), and theFederal Aviation Administration (FAA) may choose to adhere torequirements contained within this directive in accordance with DoD4140.1-R, DoD Supply Chain Materiel Management Regulation.

Proponent and exception authority.

The proponent of this directive is the Director, DoD Shelf-lifeProgram, Headquarters, Defense Logistics Agency, Fort Belvoir, VA.It is developed and maintained in conjunction with the MilitaryServices, GSA, FAA, and the USCG. The proponent has the authorityto approve exceptions to this directive that are consistent withcontrolling law and regulations. Proponents may delegate theapproval authority, in writing, to personnel within the proponentagency.

Supplementation of this directive and establishment of commandand local forms are prohibited without prior approval fromHeadquarters, Defense Logistics Agency, ATTN: DLA-J-37 (DoDShelf-life Program Director – Stop 2533), 8725 John J. KingmanRoad, Fort Belvoir, VA 22060-6221.

Users are asked to send comments and suggested improvements tothis directive directly to the appropriate Service/Agency storagestandard focal point as listed athttps://www.shelflife.hq.dla.mil under shelf-life POCs.After review and if approved by the Service/Agency focal point, therecommendation will be forwarded to Headquarters, Defense LogisticsAgency, ATTN: DLA-J-37 (DoD Shelf-life Program Director – Stop2533), 8725 John J.
