This regulation applies to Headquarters (HQ), AMC; AMC majorsubordinate commands (including subordinate installations and activities); AMCproject/product managers; and separate installations and activities reportingdirectly to Headquarters, AMC. It prescribes safe methods and practices forsafeguarding personnel, ensuring continuity of production, and preventingproperty damage. Occupational safety and health standards promulgated underthe Occupational safety and Health Act (OSHA) are minimum requirements of AMC.AR 385-64, U.S. Army Explosives Safety Program and DA PAM 385-64, Ammunitionand Explosives Safety Standards (AR/DA PAM 385-64) implement Department ofDefense (DOD) ammunition and explosives safety standards. AMC-R 385-100prescribes additional industrial and explosives safety standards for AMCoperations and facilities. In cases where there is conflict between OSHA andAMC standards, the more restrictive standard will apply and will bespecifically incorporated as a requirement in construction and maintenancecontracts and purchase requests. See AR 385-10, The Army Safety Program foradditional guidance regarding conflicts in standards. Guides, codes, andsafety standards of the National Safety Council, American National StandardInstitute, National Fire Protection Association, and other nationallyrecognized organizations, not already mandated for implementation by this orother applicable regulations, may be used in conjunction with theseregulations to develop appropriate local standards for safe practices andprocedures, personal protective equipment, machine guards, etc. However, whenthese guides, codes, or standards are in conflict with OSHA standards or AMCregulations, the OSHA standards or AMC regulations whichever are morerestrictive, shall apply. Nothing in this regulation shall be construed asobviating the need for compliance with other applicable regulations,standards, and laws.
Purpose. This regulation prescribes the general safety rulesof the U.S. Army Materiel Command (AMC).
