Applicability. This pamphlet applies to the Active Army, theArmy National Guard/Army National Guard of the United States, andthe U.S. Army Reserve, unless otherwise stated. It also applies toall pers onne linvolved in acquisition of new, product improved, ordisplaced materiel and software developed, acquired, or used by theArmy.
Purpose
This pamphlet supports the Army’s implementation ofperformance-based life cycle product support, includingperformance- based logistics, and provides implementing guidancefor planning, developing, acquiring and sustaining welldefinedperformance-based product support strategies (PBPSS) that meet theSoldier’s requirements for Army materiel and software throughoutits life cycle. Army Regulation (AR) 700–127 provides policies andrequirements for integrated product support (IPS). This pamphletshould be used in conjunction with AR 700–127 to ensure consistentapplication of Army policy when developing and implementing a PBPSSfor materiel and software. This pamphlet guides implementation ofPBPSS requirements; describes the process that the materieldeveloper (MATDEV) will use to develop and integrate a PBPSSconsistent with the system engineering process; identifies theframework (12 IPS elements) used to develop the PBPSS; describesthe product support manager’s (PSM) role and relationships withstakeholders in developing and executing the PBPSS; defines metricsto measure the product support system performance; and stresses theimportance of ensuring that contract requirements are accuratelyidentified and included in solicitations and contracts.
