for efficient transmission of very short structured packets of data, a mechanism is needed which: – is applicable for all existing dedicated channel types; – is easy to implement; – can be used in parallel to other telecommunications services (mainly speech); – could be considered as an enhancement to the already defined packet mode access (see TS GSM 09.06); – allows usage of temporarily unused resources (e.g. SDCCHs); – doesn t have the signalling overheads of SMS; and – can supplement future GPRS channels.
