This standard applies to the manufacture and operation ofsecurity screening systems that are intended to expose humans toprimary beam x-rays, gamma radiation, or both. This standard doesnot address neutron-based systems. Examples of screening practicescovered by this standard include the following:
Direct screening of humans to detect objects hidden within anindividual’s body or clothing.
Knowingly exposing human occupants to the primary beam whenscreening vehicles or structures.
Screening of orthopedic casts and prosthetic devices while beingworn.
The standard provides requirements specific to the ionizingradiation safety aspects of both the design and operation of thesesystems. It does not include electrical safety guidelines or anyother safety, performance, or use considerations outside the realmof radiation safety. The limits in this standard are not intendedto apply to stowaways not authorized to be in the area and notknown to be present prior to scanning.
It is recognized that the need for security might sometimes callfor exceeding the dose limits set in this standard. This should bebased on an analysis demonstrating that the security benefitoutweighs the risk from the radiation exposure incurred by theindividuals screened. This standard does not address the evaluationof the societal benefit of security screening. Therefore, screeningoperations that exceed this standard’s dose limits are beyond thescope of this standard and shall not claim compliance with thisstandard.
Medical diagnostic systems should be used under medicalsupervision and are not covered by this standard.
