The implementation of efficient techniques that utilizemultiaccess, packet-based Internet Protocol (IP) services overtransponded satellite channels will increase capabilities in thenear term and provide an evolutionary path for thetransition from current satellite communications (SATCOM)systems to the Transformational Communications capabilities in thefuture. This document provides the minimum set of functionalcapabilities that ensure interoperability among modems supportingIP services required to achieve this goal. Functional capabilitiesare described for IP modems to support the following networktopologies:
1. mesh
2. hub-spoke
3. point-to-point.
A particular IP modem implementation needs to support only thesubset of these topologies and transmission modes that are neededfor its intended application. However, the intent is to definethese capabilities synergistically so that a single IP modemdesign could support all of the network topologies and transmissionmodes (burst or continuous). The functional capabilities pertain tothe standardization of a set of air interfaces and supportingwaveforms, a set of terrestrial network interfaces, logicalchannel structures, control and management interfaces, andprotocols.
