Scope
This standard provides the specification for the interface whichcoincides with the Reference Point “Ater” defined in the TR45Network Reference Model shown in [20]. The scope of this standardincludes the following topics: Descriptions of the specifiedfunctional capabilities that provide wireless telecommunicationsservices across the BS-BS interface as defined in the TR45 NetworkReference Model; Descriptions of the division of responsibility ofthe functions provided between the source BS and the target BS,without prescribing specific implementations; Descriptions of theBS-BS interface standard that support DS-41 andcdma2000®1

Purpose
The purpose of this document is to provide the standard forinterfacing a Base Station (BS) with one or more BSs. This documentdefines the functional capabilities, including services andfeatures, of the specified interface. These services and featuresare the defining characteristics that are the basis for the overallsystem standard.
