This Standard details definitions, methods of measurement, andminimum performance requirements for access networks. This Standardshares the purpose of [1] (and subsequent revisions thereof) byensuring that an access terminal can obtain service inany system that meets the compatibility requirements of[1]. 

Compatibility, as used in connection with this Standard and [1],is understood to mean that any access terminal is able to opendata connections in any HRPD system. Conversely, all HRPDsystems are able to open connections with any accessterminal. 

Test methods are recommended in this document; however, methodsother than those recommended may suffice for the samepurpose.
